Mr. Liu graduated from PLA Institute of Communications Engineering. He worked with Tianjin Communication & Broadcasting Co. as a technology manager and has over 30 years of experience in radio technology.

Mr. Liu is licensed to practice before Chinese Patent Office (SIPO) with technical expertise in wired and wireless networks (devices and protocols), broadcasting and communication technologies.
